New Pre-Registration Rules for Non-EU Transport Companies in Slovenia

Please be aware that as of June 21, 2025, new legal requirements will be in effect for your transport company if it is based outside of t

he EU and conducts International Transport Slovenia operations.

Before offering any services on Slovenian territory, non-EU carriers are required by the amended law to pre-register their international transport Slovenia operations with the Slovenian Employment Service.

The objectives of this regulation are to:

  • safeguard working conditions in the transportation industry,
  • enhance oversight, and
  • guarantee adherence to EU standards.

🔹 Who Must Comply?

The obligation applies to all non-EU companies performing:

  • international transport,
  • bilateral (two-way) transport,
  • or cabotage operations

…either through or within Slovenia. Regardless of whether the international transport Slovenia service is a direct delivery, a transit, or a contract for a Slovenian client, pre-registration will be required.

🔹 What Documentation Must the Driver Carry?

When carrying out international transport in Slovenia, drivers are required to provide the following documentation to authorities upon request:

  • A certificate of pre-registration issued by the Employment Service
  • A CMR or e-CMR consignment note
  • Proof of social security coverage, such as an A1 certificate or similar international documentation

🔹 Operational Time Limits for Drivers

A single driver will be allowed to carry out international transport Slovenia services for:

  • Up to 7 consecutive days, and
  • No more than 90 days per calendar year

🔹 Do the Same Rules Apply to Self-Employed Drivers?

Yes. Self-employed drivers from non-EU countries must also complete the pre-registration before initiating any international transport Slovenia operations.
